Je-li třeba provést výklad tuzemské úpravy, provádí se i s ohledem na znění evropských směrnic a zkoumá se přitom i kontinuita s dosavadními rozhodnutími. Pojednání uvádí i jednotlivá rozhodnutí. Článek upozorňuje na skutečnost, že zadávání veřejných zakázek nelze obcházet.

It is important to interpret the domestic regulation of public procurement with respect to the relevant EC legislation and existing judicial decisions. The peper names also individual decisions. The paper noticcs that it is prohibited to circumvent public procurement procedure.
