Tento příspěvek je zaměřen na vybrané otázky finančního řízení vlády rozpočtové odpovědnosti v letech 2010 – 2012. Autoři vymezují zásady cílově orientovaného rozpočtování a postupu zavádění finančního řízení státu prostřednictvím ISSP. Přitom se zaměřují na kritická místa jejich implementace v podmínkách resortu obrany. Autoři analyzují přístup resortu financí k realizaci vládní politiky rozpočtové odpovědnosti.

This paper is focused on issues of financial management of government fiscal responsibility in the years 2010 - 2012. The authors define the principles of goal-oriented budgeting process and implementation of the financial management of the state through the ISSP. It focuses on the critical areas of their implementation in terms of the defense sector.
