Globalization and competition for limited resources brought the innovation process at the international level, require a concentration of innovative and creative potential, create new strategies in constantly changing economic conditions in the EU and in the world. On the foreground problems of innovative and creative potential in each member state EU and the management of these processes at the international level, the establishment for these purposes, the optimal mechanisms and concentration of resources on specific innovation.
